Annie has very short range (625) — harass her with long-range champions to zone her out.
Her Flash + R is her main combo: respect the Flash zone (400 range) when she has 4 stacks and her R available.
After she uses her R, she loses a lot of burst — fight while Tibbers is on cooldown.
